Arin Babakhani is a public health consultant and grant strategist with nearly two decades of experience leading health departments, managing high-performing teams, and overseeing multi-million dollar grant portfolios. Her work sits at the intersection of funding, strategy, and operations—helping mission-driven organizations secure resources, navigate complexity, and scale their impact.

Through PHIP, Arin delivers a dual approach: hands-on consulting in grant writing, program design, and funding strategy, alongside capacity-building tools, templates, and trainings that strengthen internal systems and simplify complex processes. The focus is not just on winning funding, but on building organizations that are structured, sustainable, and positioned for long-term growth.

Arin brings deep expertise in business development, organizational strategy, and workforce change management, guiding organizations through growth, transition, and evolving funding landscapes. Her experience spans government, nonprofit, and cross-sector partnerships, with a strong track record of aligning programs with funder priorities and community needs.

Organizational Development & Strategic Planning Lead

Precious Querubin is a public health leader and strategic facilitator with over 19 years of experience helping organizations strengthen their workforce, align strategy, and advance equity-driven outcomes. Her work centers on building practical, sustainable solutions that improve how organizations operate and deliver services.

Precious leads organizational assessments, workforce development initiatives, and strategic planning efforts that support long-term growth and impact. She brings a systems-level perspective, helping organizations move from fragmented efforts to clear, coordinated strategies that drive measurable results.

With experience partnering with public health departments, healthcare organizations, and community-based entities, Precious understands how to navigate complex systems while keeping community needs at the forefront. She also serves on the board of a Federally Qualified Health Center and is a lecturer in Healthcare Management at California State University, Los Angeles.
